Abstract
Shortage of certified officers in the shipping industry worldwide as well as in India is reported in most maritime journals. BIMCO / ISF Manpower Update 2005 (Update) estimates a shortfall of 27000 officers by 2015. Indian shipping is also facing shortage of officers viewing same the Directorate General of shipping allowed foreign nationals to be employed on Indian flagged ships (Indians to…, 2007).
